Vice President Joe Biden said during an interview on Wednesday morning that the reason the Islamic State is advancing in Syria because "there are no boots on the ground."
“You asked me [why] we are losing ground? We’re gaining ground in Iraq.
"In Syria — there are no boots on the ground. Syria is a dysfunctional country with nobody is charge," Biden said.
