President Obama has been briefed and no identification of the shooter has been released. The UK Daily Mail is reporting that the President, in Oklahoma, has been kept abreast of the situation:

Possible terrorist links are being investigated. This comes one month after an alert for US military facilities was issued, in fear of an ISIS- inspired attack.
