Gingrich Scored "100% Conservative" in 1998's Conservative Rating Report

Does this make Newt Gingrich a pure conservative?  I'd say no.  However, it does make me hopeful that Gingrich is more conservative than he is often portrayed:

6. GINGRICH, N (R)... 100% [Conservative in 1998], 90% [Conservative in Lifetime]

Food for thought, at least.
