Obama: I Have Decided to Militarily Strike Syria... But Only if Congress Approves

President Obama today announced in a speech from the Rose Garden that he has made two decisions:

1. That the United States should strike Syria.

2. That Congress should approve it.

The debates and vote shall take place once Congress is back in session.
